Good morning, I don't understand why my holes are split into radius when it's in the formed state, but are diameters when I flatten it?

My issue is when I make a drawing and want to dimension or use a hole callout it's in radius? how can I make them appear as a diameter without flattening it? This is an imported step file from a customer not my design. Is there a way to make the holes a single face/diameter
